About the congress
The 3rd Asia-Pacific CBR Congress will be held in Tokyo from 1st to 3rd September 2015. The first Congress was held in Bangkok in 2009, resulting in the establishment of the CBR Asia-Pacific Network. Since then such dynamic activities as the CBR Convention (2010, Malaysia), the Second Asia-Pacific CBR Congress (2011, Manila), and the CBR World Congress (2012, India), have been organized in a short period.
Four years have passed since Community-based Inclusive Development (CBID) was perceived as the goal of Community-based Rehabilitation (CBR) in 2010 when the CBR Guideline was published. And now CBR Asia-Pacific Network is planning to share the good practices and achievements of inclusive development by publishing the outcome of the collected practices at this Congress, so as to be utilized in the exchange of various viewpoints and interactions.
The year 2015 will be the year of great international importance with the sequence of events such as the revision of the Hyogo Framework for Action concerning disaster risk reduction at the World Conference on Disaster Risk Reduction (March), the adoption of the Sustainable Development Goals (SDGs) for post-2015 period at the UN Summit and the following General Assembly, and the ASEAN Integration. In the post-2015 international development framework, it is expected that the promotion of inclusion to society of vulnerable people, including persons with disabilities, will significantly contribute to reduce poverty.
In response to such a global trend, the CBR Congress will deal with the inclusion of persons with disabilities at the community level. To achieve the goal, the efforts of many relevant people at the community level, including persons with disabilities, are extremely important in Japan as well. With our high expectation that the 3rd Congress will serve as an excellent opportunity to learn from each other the diverse initiatives at the community level in Japan as well as in the Asia-Pacific region, we look forward to welcoming as many participants as possible.
Message from the CBR AP Network Acting Chairperson
It gives me immense pleasure inviting you to participate and contribute in the 3rd Asia Pacific CBR Congress from 1 to 3 September 2015 in Shinjuku Keio Plaza Hotel, Tokyo, Japan.
The year 2015 has started with a great international importance and we are expecting an enhancement of practices and promotion of inclusion of marginalised people including persons with disabilities in all development activities which will be able to significantly contribute to reduce poverty in the world and to develop an inclusive society.
In response to such a global trend, the 3rd AP Congress assures an excellent platform to Network with CBR Practitioners, Representatives from Disabled People's Organizations, Parents Organizations, Rehabilitation Experts, Specialists, Local/ International NGOs, Policy makers, Government officials, and other stakeholders for learning, sharing, replicating good and validated practices from different countries of Asia Pacific region.
The Congress would facilitate and strengthen the process of poverty reduction through CBID and SDGs.
It would be a great pleasure to have you amongst us to share your rich experiences, challenges, achievements to influence the future and make new acquaintances to achieve Inclusion through CBID and SDGs.

Message from the JSRPD President
We, Japanese Society for Rehabilitation of Persons with Disabilities （JSRPD） are pleased to be able to co-organize the 3rd Asia-Pacific CBR Congress together with Japan NGO Network on Disabilities (JANNET) and CBR Asia-Pacific Network.
Our Society has been engaged in various activities to link relevant persons at home and overseas, including professionals in rehabilitation ranging from medicine to occupation, and persons with disabilities and their organizations. Since organizing the 16th World Congress of Rehabilitation International (RI), which our Society hosted in Tokyo in 1988, we have been extending cooperation to the Community-based Rehabilitation (CBR) as part of our contribution to the disability field in developing countries in the Asia-Pacific region. Based on our understanding that CBR has evolved into wide-ranging Community-based Inclusive Development (CBID) involving the participation of many people, including persons with disabilities, we are proceeding with the preparations for the 3rd Congress in a way that will welcome various people to participate therein.
We sincerely hope that, with the participation and cooperation of many relevant stakeholders, including persons with disabilities, those faced with many difficulties, professionals, people involved in international cooperation, government officials, and academics, the 2015 CBR Congress will be able to make an active contribution to the promotion of building an inclusive community for all.

Message from the JANNET President (executive committee chairperson)
As JANNET has been promoting a CBR approach as one of its key activities since its establishment in 1993, we are very pleased and honored to co-organize the 3rd Asia-Pacific CBR Congress to be held in Tokyo on 1 - 3 September 2015.
We do hope that we can contribute to the realization of Post-2015 Development Agenda, SDGs, to be adopted by the UN Summit and the following UN General Assembly in September 2015 through the organization of the Congress and its follow-up activities this year and onwards.
We can assure you that we will do our very best to make this Congress meaningful and fruitful for all the participants.
